South Carolina's Manufacturer Responsibility and Consumer Convenience Act, passed in 2010, banned the disposal of specific electronics in solid waste landfills effective July 1, 2011 and requires residents to recycle computers, computer monitors, printers and televisions. The legislation also established recycling obligations for electronics manufacturers.
The act was revised in 2022 (H. 4775), replacing the previous pounds-based requirement for TV and monitor recycling with a convenience standard requiring manufacturers to provide accessible collection options. Manufacturers are now financially responsible for the transport and recycling of covered TVs and computer monitors from designated program sites. The 2022 revisions also established the SC Electronics Clearinghouse, allowing county governments to opt in to manufacturer-funded logistics for collection beginning in 2023. The legislative program is currently authorized through December 31, 2029.
Counties and municipalities across SC often operate local e-waste recycling programs to help residents comply with the legislation. Computers, televisions, monitors, and printers from residences are required by law to be recycled through R2 or eStewards certified facilities. Businesses must also follow all state and federal regulations regarding the proper management of electronics and should never dispose of computers or other electronics in the trash.
